Responding to Local Fiscal Vulnerability Due to Climate Change
Exploring fiscal and land-use planning policies that can help local governments in coastal Massachusetts adapt to climate change
Coastal municipalities in the U.S. face fiscal gaps as water levels rise and coastal storms erode local property tax bases and, by extension, tax revenues. In this workshop class, students collaborate with the Metropolitan Area Planning Council (MAPC), Metro Boston’s regional planning agency, and elected officials, planners and other stakeholders to identify and compare alternative fiscal and land-use policies. The results of the study have the potential to be incorporated into MAPC’s regional plan and serve as a methodological framework for future research comparing fiscal policy alternatives nationwide.
