Local Government Fiscal Stress in New York State

Engaging students in exploring the realities local governments face

Passed in 2011, the Property Tax Cap limits the revenue-raising ability of most local governments in New York state. As a result, governments from Buffalo to Long Island have cut personnel and municipal budgets, and have deferred important capital expenditures in infrastructure. This project brings together researchers, civic leaders, local policymakers and students in a research collaboration to explore the multifaceted problems facing these governments. The student team is examining the sources of the problems and helping craft solutions, conducting research on causes and responses to fiscal stress and sharing this work in a series of workshops with local officials across the state.
